You don'twear anything under the cycling shorts. As for these workout shorts, I haveseen modest males wear regular running/gym shorts over the lycra shorts.Personally I don't wear anything that tight in public unless I'm moving fast(bike). There are also shorts called compression shorts that other athleteswear (basketball, softball...). These are normally worn underneath someother type of short.Most that I know who wear them wear a 'string' or low cut briefs. There arethose I know who go 'loose' but in general this looks pretty off andpersonally it feels uncomfortable to be swing around inside! I find thatthere are a number of briefs that aren't strings with minimal seams(Y-fronts are definately no-go!) that don't look too bad and areconfortable. I teach in lycra and for years (so I was later told) therewas debate in my classes over whether I did wear anything underneath...tucking my vest into the shorts creates lines that mask any 'panty line'.Having the shirt out brings in the question of whether you mind peopleseeing your gut everynow and again as the shirt rides up...depends on theactivity. Go for dark colours (bold patterns are good as they break up thesurface look), wearing shorts over the top works but makes you look like asoccer player (good or bad?) . One advantage of lyvra is that no-one cansee up the leg of your shorts...you would be suprised at what some peoplereveal inadvertantly wearing standard shorts!
